The nature of community based information centres has evolved accordingly in response both to technological change and the increased sophistication of information provision. Community based information centres Community based information are centres of excellence. The term “Information” normally, is a message. Pittenweem Community Library & Information Centre is based in the Old Town Hall in the fishing village of Pittenweem in Fife, Scotland and provides a wide range of books and services including: local information leaflets for visitors; up-to-date adult fiction and non-fiction (including large print) audio books .

It proposes a re-focusing of public libraries towards the idea of an information centre, to contribute towards community development by satisfying the information needs of citizens. This new vision of the public library as an information centre creates greater links and integration between the public library and its local community.   Though people often view libraries as simply storage spaces for books, they have always been a free and democratic place for people from all walks of life to go for information. Before online resources and search engines, libraries were the places. The role of the library as a community gathering place was stressed repeatedly at focus group sessions. Whether discussing concerts, classes, and other events, book clubs and other social groups, or simply a forum where people could come and sit, talk, and read, quite a few people expressed their appreciation that libraries stand alone in many communities as a gathering place.
